党部秘书长黄华同志对党部几年来的组织发展工作和党费收支情况作了简要汇报，并向于会代表通报了党部在英国正式注册为非盈利政治组织的前后情况。 会议认为，以社会最小代价促进中国的社会政治体制的改革，这绝对不是以人们的主观意志为转移的。中共对社会异己之声采取的暴力镇压手段使社会矛盾不断的积累和恶化。这才是“社会最小代价”的最大威胁！中共政权是从国民党手中使用暴力夺取而来。中共应该记取国民党当年的镇压手段的最终失败的教训。会议呼吁，中共应该认清世界社会发展的历史潮流，放弃一党专制，实行新闻自由，释放所有政治犯，使中华民族早日走上民主社会的光明大道！ 与会同志对最近台湾领导人陈水扁提出的“一边一国论”展开了热烈的讨论。在目前各种独立势力猖獗之时，中国民主党人应该毫不含糊地表明自己的明确立场：“争取和平，反对武力；赞成对话，反对独立”。台湾领导人这种进一步，退半步的台独做法是十分危险和不可取的。台湾政府应该在政治、经济和文化各方面加强于中国大陆的联系和融合，支持中国的健康民主力量，力促中国大陆朝向民主体制改革，这才是维持台湾繁荣昌盛的根本出路。 与会同志分批进行了宣誓。 会议对英国党部的党费缴纳标准和办法作出了新的调整和规定。 会议进一步完善了英国党部的组织构架如下： 中国民主党英国党部常务委员会由以下十二人组成：高沛其、黄华、叶荣生、 党部负责人：高沛其 中国民主党英国党部 2002年8月5日
Mr Huang Hua, who is secretary-general of the UK Branch of CDP,
has given a brief report for developing working of the organization and
the balance of the membership fee for last few years, and introduced the
process of the registration for the organization as a nonprofits political
organization in UK.
The conference has hold that whether taking a minimum price for a reform
of political and social system in China that would not be changed by
subjective will of people. The CCP has suppressed all social voice of
dissidents that has leaded to constantly accumulation and worsen of social
contradictories. That is the biggest threaten to “a minimum price”!
The power of CCP was taking from Guo Min Dang Party by the war.
The CCP should remember the lesson that Guo Min Dang Party used the
means of suppressed in those years, which leaded to lose their power
finally. The conference has appealed that CCP should get a clear
understanding of the history trend, give up the autocracy, carry out
freedom of news, release all political offenders, let the Chinese nation
takes the road of democracy and light soon!
All attendees have a warm discussion about Shuibian Chen, the
leader of Taiwan, said recently:“one side is one country”. At
the moment, all the different independent forces are rampant, as members
of China Democracy Party, we must express our clear stand without any
hesitated: “striving for peace, against to force, approving dialog,
opposing independence”. The leader of Taiwan takes the way, go one step
and back half step, is very danger. The
Taiwan government should give more effective contact with China in the
fields of politics, economy and cultures, support the force of Chinese
democracy, and promote the Mainland China forward to reform of democratic
system. That is the only way of maintaining thriving and prosperous for
